Stevens Praises FCC for Easing Number Portability
FCC Order Follows Commerce Committee Lead to Help Consumers Keep Their Numbers When Switching Communication Services
 
WASHINGTON, D.C. – Senate Commerce Committee Vice Chairman Ted Stevens (R-Alaska) today praised the Federal Communications Commission (FCC) for its order to help consumers keep the same phone number when switching to a new telephone company, specifically including Voice over Internet Protocol (VoIP) providers. The FCC’s order is similar to legislation sponsored by Vice Chairman Stevens and approved this summer by the Commerce Committee to expand number portability rules. The Same Number Act of 2007 (S. 1769) would assist consumers who seek to keep the same phone number when switching between voice service providers including VoIP services.  S.1769 would also expedite the number portability process and limit the amount of personal data required in order to help consumers take advantage of less expensive and innovative choices.
 
“I commend the FCC for protecting consumer choice when it comes to switching communications services,” said Senator Stevens.  “Working together, the FCC and Congress can ensure that consumers are not hampered by delays or protracted procedures when switching to new providers.”
 
The Same Number Act of 2007 (S. 1769) would specifically:
 
  • extend porting requirements to VoIP services;
 
  • direct the FCC to establish porting timelines for different classes of number portability [there are some technical differences depending on the type of provider (wireline vs. wireless) and how many services (voice, data, and video) are being ported];
 
  • establish data exchange requirements for each class of number portability; and
 
  • require annual reports for the first five years from providers so that any needed changes or adjustments can be made.
