Adverse or Performance-Based Action

Adverse actions include a removal, suspension for more than 14 days, reduction in grade or pay (not based on performance), or furlough of not more than 30 days.

Performance-based actions include such things as demotions, reductions in pay, or removals when the actions are based on performance criteria.
