Notice and Comment on GAO Personnel Management System Orders


31 U.S.C. § 732(a) affords GAO employees the right to comment on orders regarding the GAO personnel management system before the orders can be implemented.  Thus, GAO may not enact a rule or regulation that affects GAO’s personnel management system unless GAO provides notice and an opportunity for public comment.

The Personnel Appeals Board Office of General Counsel (PAB/OGC) reviews each proposed GAO personnel management system order to determine whether it complies with applicable laws, rules, and regulations.
