H.J.Res. 3 – Relating to the disapproval of obligations under the Emergency Economic Stabilization Act of 2008
H.J.Res. 3 is a resolution to disapprove the use of the second $350 billion of the funds that were made available to the Secretary of the Treasury under the Emergency Economic Stabilization Act of 2008 (EESA). Under the "fast-track" consideration provisions of EESA, such a resolution is in order upon the transmittal by the President of a plan to use the second $350 billion. While passage of the joint resolution by both Houses, unless vetoed by the President, would prevent the new Administration from using the second $350 billion, the Senate rejected its resolution of disapproval last Friday when it was offered in the Senate.
