As part of HUD's continuing effort to provide grantees and citizens with information on the status of our programs, the Office of Community Planning and Development has developed profiles that show how each entitlement community expended CDBG funds during its most recently completed program year. These profiles provide information on grantee expenditures by the type of activity carried out. Since CDBG funds may be used for a wide variety of housing, community and economic development activities, the use of those funds may be identified in these profiles by as many as 90 different categories (matrix codes) depending on how an entitlement community has chosen to use its funds to meet local needs. With these profiles, you can quickly and easily become more informed on how CDBG funds are being spent by any one of the entitlement grantees to which funds are awarded or at the national level.

If you have any questions regarding the information presented, you should contact the grantee in question. (Grantees that have questions about their data should contact their Local HUD Field Office.)

About the Profiles

  • Definitions of matrix codes that describe the type of activity assisted may be found in Appendix B of the IDIS Reference Manual which is available on the web.
  • The percentages shown in the profiles are percentages of the total expenditures for that program year. Therefore, percentages for planning and administration and public service activities do not reflect either compliance or noncompliance with the limits for those activities. Those limitations are based on grant and program income amounts, not as a percentage of total expenditures.
  • Metropolitan cities that have a joint agreement with an urban county are identified in the list of grantees for each state. Information on expenditures for these cities is not available separately because the county administers the funds for both the city and county.
  • Remember, the CDBG program has local flexibility as a fundamental principle, and local needs vary significantly, so it is normal to see a wide variety of different expenditure patterns.
  • The national profile shows expenditures by all grantees during the Federal fiscal years identified. The individual grantee profiles reflect expenditures for each grantee's most recently completed program year, which does not have to coincide with the Federal fiscal year (FY). For example, Federal FY 2004 covered the period 10/1/03 through 9/30/04. However, if a grantee's program year runs from 1/1 thru 12/31 each year, the program year in which it expended its FY 2004 CDBG funds was 1/1/04 thru 12/31/04.
