    Character includes the emotional, intellectual and moral qualities of a person or group as well as the demonstration of these qualities in prosocial behavior. Character education is an inclusive term encompassing all aspects of how schools, related social institutions and parents can support the positive character development of children and adults. Character education teaches the habits of thought and deed that help people live and work together as families, friends, neighbors, communities and nations.

  • Readiness and Emergency Management Publications
    ED's OSDFS and the REMS Technical Assistance Center recently announced a series of publications for school districts to improve the emergency management practices within their school communities. This series, "Helpful Hints" provides key emergency preparedness topics to ERCM grantees and non-grantee schools. Each document will be 1-4 pages, focusing on an issue of interest to school emergency managers. Emergency 'Go-Kits'" highlights benefits and uses of go-kits, and details key components of both administrative and classroom "go-kits." (downloadable files) PDF (226K)

  • The latest issue of The Catalyst, a newsletter published by the Higher Education Center for Alcohol and Other Drug Abuse and Violence Prevention covering current AODV prevention issues at institutions of higher education. Catalyst discusses emerging issues and highlights innovative efforts on campuses that may be helpful at other institutions of higher education.

  • Character Education and Civic Engagement Technical Assistance Center (CETAC) Newsletters is an online newsletter, which highlights the latest developments in character education and civic engagement, other U.S. Department of Education initiatives and programs, and information about and for its grantees. Expect to obtain creative ideas for involving students, parents, and community in programming, evaluation tips and guidelines, and resources for a variety of supportive, national organizations.

  • Practical Information on Crisis Planning brochure. This companion brochure to the full Crisis Planning Guide provides general information and guidelines on how to be prepared for a crisis.

  • The Office of Juvenile Justice and Delinquency Prevention OJJDP News @ a Glance is a on-line bi-monthly newsletter that provide readers with an overview of news from OJJDP including events, publications, and funding opportunities.

  • Practical Information on Crisis Planning: A Guide for Schools and Communities. The guide will give schools, districts and communities the critical concepts and components of good crisis planning, stimulate thinking about the crisis preparedness process, and provide examples of promising practices. Drug & Violence Prevention Web Courses for Schools

A series of OSDFS prevention online continuing education courses for K-12 schools with valuable information, activities, and resources on key topics in strategic planning and program delivery. Developed by experts and leading practioners, these 17 courses offer rich staff training opportunities on issues relevant to all schools and those working with schools. Topics include gang, bullying and truancy prevention, promoting school connectedness, reducing underage drinking, managing classrooms effectively and the relationship between academic success and prevention.

The Bystander is a collaborative study conducted by the Secret Service and the US Department of Education (May 2008).

Monitoring The Future Study

The Monitoring the Future study, also known as the National High School Senior Survey, is a survey of nationally representative samples of 8th, 10th, and 12th grade students used to track trends in drug usage among youth as well as measure student attitudes towards drugs. This study has been carried out each year since 1975 by the University of Michigan under research grants from the National Institute on Drug Abuse.

Technical Assistance Centers

Character Education and Civic Engagement Technical Assistance Center (CETAC)
CETAC provides state program administrators, local educators and the public with information on character education and civic engagement, as well as strategies that support academic goals and other reform efforts. This center will also provide support and information for and about schools involved in character education and civic engagement across the country. CETAC's objective is to provide technical assistance for implementing effective character education and civic engagement to the U.S. Department of Education's Partnerships in Character Education Program grantees and to serve as a resource for grantees, educators, parents and the community at large. CETAC also contains publicly accessible information on legislative changes and news and events, as well as publications on character education and links to resources of interest to the field.

Higher Education Center for Alcohol and Other Drug Abuse and Violence Prevention
The Center's mission is to assist ED in serving IHEs in developing and implementing policies and programs that will foster students' academic and social development and promotoe campus and community safety by preventing the harmful effects of alcohol and other drug use and violence among college students. The Center is ED's primary provider of services in alcohol and other drug abuse and violence prevention in higher education founded upon state-of-the-art knowledge and research-based strategies.

U.S. Department of Education Mentoring Resource Center
The Office of Safe and Drug-Free Schools (OSDFS) has established the Mentoring Resource Center to provide grantees funded under the Mentoring Program (84.184B) with training and technical assistance, as appropriate, in the management and implementation of their projects, and to ensure their capacity to sustain their efforts over time. The Center will provide a variety of services, including training events, publications related to best practices, distance learning, and resource sharing opportunities. The Mentoring Resource Center is a collaborative effort between EMT Associates, Inc., located in Folsom, CA, and the Northwest Regional Education Laboratory, located in Portland, OR. Both organizations have extensive experience in providing guidance, learning opportunities, and informational support to youth mentoring efforts. The Safe Schools/Healthy Students
The SSHS website provides more detailed information about the Safe Schools/Healthy Students Initiative. This site is maintained by the Substance Abuse and Mental Health Service Administration of the Department of Health and Human Service, one of the three Federal Safe Schools/Healthy Student partners. The National Center for Mental Health Promotion and Youth Violence Prevention provides technical assistance and training to the Safe Schools/Healthy Students Initiative grantees that are funded by the U.S. Departments of Education, Health and Human Services, and Justice.

Readiness and Emergency Management for Schools Technical Assistance Center
The U.S. Department of Education began supporting the Readiness and Emergency Management for Schools (REMS) Technical Assistance (TA) Center in FY 2004. The Center supports all grantees funded under the Readiness and Emergency Management for Schools (REMS) discretionary grant program (formerly Emergency Response and Crisis Management grant program) by providing emergency management resources, training, and publications. The TA Center also helps non-grantee local educational districts (LEAs) and private schools with improving and strengthening their emergency management plans through the provision of resources, responses to technical assistance requests, and facilitation of Emergency Management for Schools Training events. The TA Center Web site is available at http://rems.ed.gov. A variety of resources are available on the Web site including Power Point presentations from previous training events and a series of newsletters, Lessons Learned documents, and Helpful Hint publications.
