Important Information about FY2009 HUD Grants

In Fiscal Year (FY) 2009, various HUD programs plan to award grants worth millions of dollars. Notice of HUD's Fiscal Year (FY) 2009 Notice of Funding Availability (NOFA); Policy Requirements and General Section to HUD's FY2009 NOFAs for Discretionary Programs helps prospective applicants become familiar with HUD's grant-making process and enable them to better compete for this funding.

Included in the document is key information regarding the General Section of HUD's FY2009 NOFAs. By becoming familiar with this information prior to the publication of any FY2009 NOFAs, applicants will be better positioned to apply for grants. Applicants are advised to become familiar with the requirements of this General Section, particularly with applicant Grants.gov registration requirements and submission instructions. Submission instructions must be adhered to for a successful submission.

In addition, this year HUD plans to publish its NOFAs as they are approved for publication; not in a combined SuperNOFA. By making this change, HUD believes the NOFAs will be available earlier in the fiscal year. To help applicants prepare for earlier deadlines, HUD is publishing the anticipated schedule for release of HUD's FY2009 NOFAs in Appendix A.

A Good Grant Match for Neighborhood Networks Centers

As mentioned, Appendix A of Notice of HUD's Fiscal Year (FY) 2009 Notice of Funding Availability (NOFA); Policy Requirements and General Section to HUD's FY2009 NOFAs for Discretionary Programs lists the HUD programs that anticipate awarding grants in FY2009, including HUD's Office of University Partnerships (OUP). OUP is committed to helping colleges and universities join with their neighbors to address urban problems, revitalize the economy, generate jobs, and rebuild healthy communities.

Neighborhood Networks centers are encouraged to form partnerships with local nonprofits and/or colleges and universities so that they can be included in their grant applications to address community challenges. What does such a partnership offer Neighborhood Networks centers? Consider:

 -   North Carolina's Herrington Village Computer Center teamed with Elizabeth City State University (ECSU) to enhance center programs. As a result of the partnership with the university, the center offered computer classes that were taught by ECSU students. Using OUP grant money, ECSU provided technology equipment and programs to the Herrington Village Computer Center. ECSU computer science department faculty also identified computer majors to teach classes at Herrington Village.  -   More and more colleges and universities are offering and requiring students to engage in a service-learning experience. These experiences enable students to apply the lessons they learned in the classroom to real-world situations. A Neighborhood Networks center provides colleges and universities with the ideal learning laboratory. Service-Learning: Good for Institutions, Students, and Communities, an article authored by Neighborhood Networks Director Delores Pruden and published in the American Association of Collegiate Registrars and Admissions Officer's journal College and University, showcases the service-learning opportunities provided by Neighborhood Networks centers.

Learn More During a Live Web Cast on January 7, 2009

On January 7, 2009 from 11 a.m. to 1 p.m. (Eastern Standard Time), HUD will host a Web cast that will include:

 -   Overview of the General Section
 -   Change to the SuperNOFA process
 -   Estimated timeframe for release of NOFAs, Appendix A
 -   Signing up for the RSS Feed to receive funding opportunity notifications from Grants.gov
 -   Timely receipt of applications
 -   Changes to the logic model for FY2009
 -   HUD's Logic Model Performance Page Web site

Time will also be allotted for questions and answers. Instructions for participating in this Web cast are available on the Neighborhood Networks Web site. Click on "Webcasts" under "Tools" in the left menu bar. Then, click on "Webcast Schedule" in the "Find a Webcast" box for more information on participating.
