Wayne Arny is the Deputy Under Secretary of Defense for Installations and Environment. In this position,
he has management and oversight responsibilities within the Department of Defense for military installations worldwide. These cover a land area of over 46,000 square miles and contain 587,000 buildings and structures valued at more than $640 billion. His responsibilities include the development of installation capabilities, programs, and budgets; base realignment and closure; privatization of military housing and utilities system; competitive sourcing; and integrating installations and environment needs into the weapons acquisition process. Additionally, he has responsibility for environmental management, safety and occupational health; environmental restoration at active and closing bases; conservation of natural and cultural resources; pollution prevention; environmental research and technology; fire protection; and explosives safety. Mr. Arny also serves as the Department's designated Senior Real Property Officer, as well as the DOD representative to the Advisory Council on Historic Preservation.
Most recently Mr. Arny was the Deputy Assistant Secretary of the Navy (Installations & Facilities) for the Department of the Navy. In this position, he was responsible for oversight of Military Construction, Energy and Utility Privatization, BRAC execution and disposal, and Family and Bachelor Housing Privatization for the Navy and the Marine Corps. He also served concurrently as the Principal Deputy Assistant Secretary of the Navy (Installations & Environment). His first position with the George W. Bush Administration was as the Deputy Assistant Secretary of Defense (Senate Legislative Affairs) for the Department of Defense, responsible for legislative coordination between the Department of Defense and the U.S. Senate.
Prior to joining the Bush Administration, Wayne Arny was the President of Wayne Arny & Associates, a government relations firm he founded in January 1990 after 29 years in the Federal Government and the U.S. Navy. His firm represented clients involved in national security and international affairs issues in front of the Executive and Legislative Branches. He also assisted his clients in marketing to the Federal Government and the Private Sector.
In 1989 Wayne Arny left federal service for the first time after serving on Capitol Hill and in two positions in the Reagan Administration. From 1986 to 1989 he was the Program Associate Director (National Security & International Affairs) at the OMB in the White House handling all government wide budget and execution issues related to the Departments of Defense and State and all the other major and minor agencies that make up Defense and Foreign Affairs components of the Federal Government. From 1984 to 1986 he was the Principal Deputy Assistant Secretary of the Navy (Shipbuilding & Logistics) handling procurement issues covering shipbuilding, aircraft procurement, real estate, environmental restoration, weapons procurement, and logistics. From 1981 to 1984 Mr. Arny was a Professional Staff Member on the Subcommittee on Sea Power and Force Projection of the Senate Armed Services Committee, where he worked for Sen. John Tower (R-TX) and Sen. Bill Cohen (R-ME). He was responsible for Navy shipbuilding, research and development, missiles, torpedoes, electronics, ASW aircraft, airlift, rapid deployment forces, and general strategy issues.
Wayne Arny is a 1964 graduate of the U.S. Naval Academy and served as an active duty Naval Aviator until 1981, achieving the rank of Commander. He resigned to work for the Senate Armed Services Committee. During his active duty service, he was a fighter pilot flying the F-4 PHANTOM off Vietnam, with additional tours in the Western Pacific, the Mediterranean and the North Atlantic. During his career he was also a Test Pilot and a long-range planning officer for the Chief of Naval Operations. In 1979 he was the first Navy Fellow and first Military Fellow at the American Enterprise Institute for Public Policy Research. In 1980 he was a planning officer in the State Department. He finished his career as a Captain in the Naval Reserve, having had command of two Battle Staffs; one for the Chief of Naval Operations in Washington, D.C. and the other for the NATO Command in Portugal.
In addition to graduating from the U.S. Naval Academy with a Bachelor of Science degree, Wayne Arny has a Masters in International Relations from Catholic University, Washington, DC. He is a graduate of the Navy Test Pilot School, the Navy Fighter Weapons School (Topgun), and the Naval War College. He is married and has two sons. His oldest is a Commander Naval Flight Officer flying F/A-18E/Fs. He is currently the Commanding Officer of the Strike/Fighter Weapons School at NAS Lemoore, CA. His youngest is a Lieutenant Commander Naval Flight Officer who recently returned from deployment to the Iraq, Afghanistan and Somalia with VFA-103 onboard USS EISENHOWER flying F/A-18E/Fs and is now attending the Naval War College in Newport, RI. He recently screened for Fighter/Attack Squadron Command. Both are graduates of the U.S. Naval Academy; one with the Class of 1990, and the other with the Class of 1993. The oldest is also a graduate of Topgun. Mr. Arny retains his aviation currency as a commercial/instrument rated pilot flying the Beechcraft Bonanza.
