Antarctic Support Contract
Question & Answer
The questions and answers below are in response to the Draft Request for Proposal (DRFP) for the Antarctic Support Contract (ASC). It is the Government's intent to post responses to all questions concerning the DRFP with information known at this time. The National Science Foundation (NSF) reserves the right to amend answers to any questions at any time. All official information regarding this competition is posted to FedBizOpps. Therefore, potential offerors should check the FedBizOpps website on a daily basis for any updated information. No additional questions are being received on the DRFP.

TECHNICAL QUESTIONS
Q: What information is available from the current contract?
A: As much information as possible will be made available on the website, except vendor proprietary information. Please monitor the site for additions.
Q: What is the budget allocation/funding profile?
A: Funds availability will be based on appropriations decisions made by the Congress and other United States Antarctic Program requirements.
Q: What percentages of the contract will be Infrastructure, Science Support, Information Technology, Engineering and Construction?
A: The exact percentages are unknown at this time.
Q: Other than the location where the work is to be performed, is there a location determination requirement within the US?
A: The bidder will be expected to maintain a project HQ within the continental US.
Q: Will all full-time and contract employees need to be US citizens?
A: Yes, except when unique work skills cannot be met. Exceptions to the requirement must be approved by the Contracting Officer on a case-by-case basis.
Q: What systems will we have to interface with?
A: We will provide more detailed requirements during the RFP phase.
Q: Will there be a contract ceiling?
A: Maximum dollar value of the contract is not known at this time.
Q: Will contractor personnel need security clearances?
A: Not finalized at this time but based on the current contract most likely it won’t be a requirement.
Q: What is the funding process?
A: Program funding is driven by the Federal budget and appropriations process.
Q: Can we get an overview of past work performed?
A: A copy of the current contract is on the website.
Q: Are there any publicly available MOUs currently in place?
A: NSF intends to make MOU’s available, but not all of them will be applicable to the competition effort.
Q: Will there be any new requirements that are not currently being performed? Will any be removed from contractor performance?
A: Most likely but they have not been finalized yet.
Q: Will there be a site visit to the Antarctic during due diligence?
A: It is currently anticipated that there will be one but the details have not been finalized yet.
CONTRACTUAL QUESTIONS
Q: Because of the geographic reach, will more than one team be selected?
A: That depends on which acquisition strategy is selected.
Q: Will teaming arrangements be announced?
A: Yes. Announcements will be made as required by the FAR.
Q: Will there be any companies that are precluded from the competition?
A: Conflicts of interest will be evaluated on a case-by-case basis.
Q: Are support contractors being used to assist in this acquisition?
A: Acquisition Solutions, Inc. is providing advisory assistance services in accordance with the FAR. All contractor personnel who are assisting the NSF in this acquisition have signed Non-Disclosure and Conflict of Interest Certifications.
Q: How do I submit questions that were not answered on your site?
A: No questions will be accepted until after the draft RFP is released.
