State Accomplishments for the Formula Grants � 2007 Annual Report

The Cooperative State Research, Education, and Extension Service (CSREES) published the first-ever report on state accomplishments for formula grants. It is based on the results of the 2007 AREERA (Agricultural Research, Extension, and Education Reform Act of 1998) Annual Report of Accomplishments and Results.  The state land-grant institutions submitted their 2007 Annual Reports of Accomplishments and Results between April and July 2008 to report on the four formula grants (Hatch, Smith-Lever 3b & c, Evans-Allen, and 1890 Extension) they receive each year.  CSREES annually distributes formula grants to each institution based on a formula established by federal legislation. 

Land-grant institutions that receive these formula grants are required to submit an annual update to their 5-year Plan of Work. They must also submit to CSREES an Annual Report of Accomplishments and Results each year based on their approved Plan of Work.  The Annual Report of Accomplishments and Results include inputs in the form of dollars and full-time equivalents expended, activities completed, outputs or products from those activities, and outcomes from the research and extension programs.

The 2007 state accomplishments report examples of accomplishments identified by CSREES national program leaders and its Office of Planning and Accountability from Annual Report submissions. CSREES uses state accomplishments to prepare CSREES budget requests, portfolio reviews, and Congressional reports. CSREES will continue to publish a state accomplishments for formula grants report each year based on the previous year’s submission.
