Rating

What This Rating Means

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program addresses the two principal threats to US national security in South Asia: terrorism and regional instability. Security Cooperation Plans are created and maintained for this program to build specific military capabilities of friendly countries and establish military relationships that serve US interests.
  • Long-term goals have been established with specific targets and timeframes and the program is making progress towards achieving them. For example, the program has tracked 62 recipients of US military training in South Asia that have advanced to senior leadership positions in their respective country militaries.
  • Planning documents for military assistance to South Asia are coordinated between the Departments of State and Defense and each country's security assistance plan is linked to objectives contained in both Departments' performance planning documents.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Incorporating security assistance plans for South Asia countries within the budget justification for military assistance programs.
  • Tracking indicators more closely, with biannual communications with the field and relevant Defense bureaus.
