Crime Victims' Programs

The crime victims' programs, which are financed by criminal fines deposited to the Crime Victims Fund, provide resources to assist states in compensating and assisting victims of crime. The state programs, in turn, compensate crime victims for some economic losses and provide a range of services for victims of crime.

  • Crime victims suffer a variety of economic losses, in addition to often needing help to overcome trauma and other effects of crime. The crime victims' programs help meet these needs.
  • An increasing percentage of crime victims are receiving assistance from the programs, and compensation awarded as a share of victims' economic losses has been increasing.
  • Budget requests for the crime victims' programs need to be better justified by linking resources to expected results.

We are taking the following actions to improve the performance of the program:

  • Including performance information in budget submissions.
  • Developing a comprehensive evaluation plan for the programs to obtain better information on their impact.
  • Working with the Congress to obtain authority to promote greater consistency among state crime victims' programs, ensuring that crime victims are treated similarly no matter where they live.
