Department of Defense Training and Education Programs -- Voluntary Training

The purpose of the program is to provide active duty service members with educational opportunities. This includes limited financial assistance to complete their high school education, earn an equivalency diploma and enroll in vocational school or college courses.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Voluntary education enhances service member's academic achievement, which in turn improves job performance and promotion potential. The Center for Naval Analyses found that this program has several strong positive effects: "improves promotion prospects significantly," "has a significant positive impact on retention," and "is cost-effective."
  • There have been annual gains in the number of service members enrolling in voluntary education opportunities. In 2005 almost 820,000 service members were enrolled in training; this is a significant increase from the 650,000 that enrolled in 2002.
  • The voluntary education and training program's measures are not tied or related to the total number of service members or percentage of the force that is available for training. For example, if deployments increase, fewer service members may have time for this supplemental training.
