Bureau of Indian Affairs - Job Placement and Training

The program purpose is to determine if Native American governments can integrate similar federal programs on employment, training and related services to improve the delivery and effectiveness of those services on Indian reservations. Program participation in voluntary and about 25 percent of Tribes participate.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has a clear purpose to help Tribes make best use of federal dollars by allowing Tribes to coordinate their delivery of services from different program funding sources. For example, annual tribal reporting has been reduced from 166 pages a year of forms and instructions to 12 pages per year demonstrating a savings in administrative costs to the Tribes.
  • The program is collecting data to allow comparisions with other federal job training programs. It will measure program impact on participant's increased earnings and youth lifelong learning.
  • individuals and some trained individuals do not wish to work outside the reservation. This contibutes to the high unemployment rate reported on reservations.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Collecting data to compare program performance with other job training programs.
  • Working with affected Tribes to clarify performance measures and to encourage tribal participation in the collection of data in support of the new measures.
  • Working with states and other Federal agencies to acquire data on program participant employment one year after completing the program.
