General Services Administration - Personal Property Management

This program manages the transfer of unneeded agency-owned personal property within the Federal government and the disposal by donation or sale of personal property that is surplus to Federal needs. This program also sells foreclosed or forfeited personal property that agencies could sell under their own authorities.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Federal agencies value this program for disposing of their unneeded personal property quickly, effectively, and inexpensively. State and local governments value this program as a source of free property for their own activities as well as for programs operated by non-profit groups for public benefit.
  • The program has developed long-term outcome goals and efficiency measures which accurately depict the full range of its activities. However, the program still needs to commission a regular, independent assessment of its performance.
  • This program has strenghtened the relationships between itself and its partners - specifically its relationships with the Office of Governmentwide Policy and State Agencies for Surplus Property (SASPs). The program still needs to determine whether the state agencies should be held to additional performance expectations.

We are taking the following actions to improve the performance of the program:

  • Implementing an independent evaluation process that assesses, on a regular basis, the full scope and effectiveness of this program in carrying out its mission
  • Streamlining the disposal porcess by implementing electronic approvals. The requirements will be developed in FY07 and is planned to be implemented in FY08.
