President's Emergency Plan For AIDS Relief: Focus Countries

The purpose of the President's Emergency Plan for AIDS Relief, a 5-year, $15 billion initiative, is to turn the tide against the global AIDS pandemic. The focus country effort is to support rapid scale-up of national HIV/AIDS treatment, care, and prevention programs in 15 nations of the world where the need is most urgent.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • PEPFAR demonstrated measurable progress towards long-term goals. As of September 30, 2008, PEPFAR had supported anti-retroviral treatment for 2 million people and supported care for 9.6 million people in the focus countries. For countries that have collected data and where results are available to the Census Bureau, we plan to provide fiscal year (FY) 07 (midpoint) cases averted results by FY 09.
  • Evaluations completed early in the program's implementation did not seek to provide information on the program's performance. A Public Health Evaluation framework has been implemented to augment inconclusive program evaluations and to inform how PEPFAR may optimize provision of prevention, care and treatment services. For FY08 we will identify, design, and implement multi-county PHE studies.
  • The implementing agencies mechanisms for financial accountability and control did not yet meet the standards for strong financial management practices. A new financial management system is in place at the Centers for Disease Control to address this weakness. In 2006, the Agency for International Development rolled out a new financial management system both overseas and in headquarters.

We are taking the following actions to improve the performance of the program:

  • Implementing the "Staffing for Results" (SFR) model, which means having in place a fully functioning, interagency country team that jointly plans, implements, and evaluates its programs.
  • Developing a standardized process for country teams' partner programmatic and financial performance assessments (portfolio reviews).
