Reactor Licensing

This program regulates the commercial use of radioactive material by power, research, and test reactors. Licensees follow regulations on nuclear plant design, construction, and operaton.

  • The program is achieving its long term safety and security goals with respect to reactor licensing. However more work needs to be done to make it even more results-focused. For example, the program lacks efficiency measures as well as ambitious targets for its annual goals.
  • The program does not link its budget requests and employee performance to accomplishing annual and agency long term goals. These connections are needed to provide transparency and to align program operations and employees with the goals of the agency.
  • The program does not have independent assessments of its performance conducted on a regular basis.

We are taking the following actions to improve the performance of the program:

  • Developing efficiency measures and procedures to systematically measure, monitor, and achieve efficiencies, as well as targets that are more ambitious and demonstrate continuous improvement.
  • Aligning operating, leadership, and employee performance plans with the performance budget and strategic plan. Resource needs will be clearly tied to achieving annual and agency long-term goals.
  • Securing a regularly scheduled independent assessment, including evaluation of annual and long term performance measures, and efficiency and effectiveness of strategic planning and program management.
