Agricultural Export Credit Guarantee Programs

The Commodity Credit Corporation's Export Credit Guarantee programs encourage U.S. agricultural exports by underwriting credit to pay for food and agricultural products sold to foreign buyers.

  • The Commodity Credit Corporation's Export Credit Guarantee programs are generally well managed, but have some weaknesses in strategic planning which have resulted in some large defaults.
  • There is no regularly performed independent evaluation of the programs to assess their effectiveness.
  • There are a significant number of defaults with no claims recoveries. USDA has about $420 million in defaults.

  • Regularly performing independent evaluations to examine program effectiveness.
  • Improving claims recoveries and developing a plan to minimize defaults.
  • Limiting the length of guarantees and establishing a minimum credit rating for program participation in order to minimize the amount of undue subsidy.
