Border Security and Control between Ports of Entry

The Border Patrol's strategic mission is to establish and maintain control of the border of the United States between the ports of entry. The strategic mission includes preventing terrorists and terrorist weapons, interdicting illegal aliens, smugglers, narcotics and other contraband entering the United States.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • In order to achieve its strategic mission, the Border Patrol will deploy the appropriate mix of resources and employs appropriate tactics with the end state objective of consistently being able to detect, identify and classify, respond and bring all illegal entries to a satisfactory law enforcement resolution.
  • The Border Patrol has set ambitious goals, is achieving results and is well-managed and improving efficiency. However, the Border Patrol was unable to demonstrate sustained effective performance over an extended period of time because of the relative newness of its performance measures.
  • In FY 2005 the Border Patrol implemented its Operational Requirements Based Budget Program (ORBBP) and standardized the national collection of data to support its performance measures. In the next two to three years, the Border Patrol will have collected sufficient performance measure data to demonstrate effective performance over a longer period of time and achieve an "Effective" PART rating.
