Native American Housing Block Grants

The Native American Housing Block grant provides funding to tribes for rental assistance, rehabilitation, new construction, homeownership counseling, and other housing-related activities. Funds are distributed by formula according to need and population.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The need for the program is clear. Native Americans suffer from some of the worst housing conditions in the nation with significant over-crowding and dilapidation, and poor access to utilities and roads.
  • The program has a clear outcome goal of reducing housing over-crowding on Native American lands by 10%. Since 2003, The program has exceeded the annual output goals that support this long-term outcome objective. In 2006, the program exceeded its output goal by 15%.
  • The program is working with grantees to improve performance reporting systems and make them more efficient. These systems will accomodate the unique situations of grantees who have the latitude to set their own performance goals.

We are taking the following actions to improve the performance of the program:

  • Developing and implementing performance tracking systems that collect data with a minimum of burden for grantees, employ consistent data definitions, and allow for goal tracking.
  • Working with grantees to implement aggressive but achievable performance targets.
