FBI Intelligence

The purpose of the Federal Bureau of Investigation (FBI) intelligence program is to identify and analyze current and emerging national security and criminal threats to the United States. The program's analysis is used to inform decisionmaking by both the FBI and other intelligence and law enforcement organizations.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • After a series of major changes in the concept and implementation of intelligence analysis at the FBI, the intelligence program has established a clearly defined purpose and design for itself. Feedback from a variety of stakeholders, including the Congress and the Director of National Intelligence, was used to clarify and improve the program's structure and concept of operations.
  • The program is meeting most of its goals for responsiveness, usefulness, and quality of its intelligence products. Performance data indicates that the program has met its targets for most performance measures.
  • The FBI has some agency-wide challenges that are affecting this program. Specifically, the FBI does not adequately tie its budget requests to its performance goals, and audits show deficiencies in the FBI's financial management system that compromise the Bureau's ability to manage its programs.
