Child Abuse Prevention and Treatment Grants

The program assists States in improving their child protective services systems. It accomplishes this through a flexible State grant which supplements State and local funds provided for protective services. Such agencies investigate reports of child maltreatment, provide prevention and intervention services.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Despite the program's ability to enhance States investigative capacity, data show that the program has not met its goal of reducing repeat maltreatment of children to 7 percent. The most current data do show a decrease from 9 percent (2002) to 8 percent in 2004, though.
  • The program was found not to have focused sufficient attention on increasing the efficiency of protective services. In response, it developed an efficiency measure to track states' median response time between maltreatment report and investigation, based on state's average response time in hours, thereby reducing the potential of risk to potential victims.
  • Child protective services oversight was found to be managed effectively. Child and Family Services Reviews are conducted annually to assess a state's ability to meet performance targets in the areas of safety, permanence and well-being. States determined not to be in substantial conformity with a review enter into a detailed program improvement plan.

We are taking the following actions to improve the performance of the program:

  • Using the Child and Family Service Reviews to work with States to improve their child welfare systems with a goal of reducing repeat maltreatment to 7 percent.
  • Using revised measures to monitor and improve performance and efficiency.
  • Working with grantees and other agency partners to support and improve child welfare program evaluation.
