Establishing Appropriate and Effective Information-Sharing Mechanisms to Improve Homeland Security


Problem: The federal government lacks an implemented set of policies and processes for sharing terrorism information.


Goal: DHS will lead in evaluating vulnerabilities and coordinating with other federal, state, local, and private entities to ensure effective response to terrorist and natural disasters.

Challenges/Actions

  • Create a standard set of policies and processes that allow timely inter- and intra-Department sharing of Homeland Security information

    • Homeland Security Advisory System ' Ensures protective measures when specific information to a specific sector or geographic region is received
  • Enhance operational coordination and collaboration of Homeland security elements from the local to the federal levels, via compatible information technology architecture and infrastructure

    • Protected Critical Infrastructure Information Program ' Facilitates greater sharing of critical infrastructure information between private sector and government entities
  • Improve capacity and capability to collect, integrate and analyze data, identify trends, and disseminate intelligence and information

    • Secure communication networks ' Provides nation-wide platforms such as Homeland Security Information Network for SBU/CUI information and the Homeland Secure Data Network for classified (collateral Secret) information to share classified information and essential intelligence with proper stakeholders
