National Park Service - Technical Assistance

This program works with community partners to conserve open spaces and provide recreational opportunities. The National Park Service (NPS) provides technical assistance to communities that request help in conserving natural and recreational resources.

Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program is adequately managed, but lacks sufficient national oversight. It has difficulty in demonstrating that regional managers are held accountable for performance. The national office lacks complete information on regional performance and does not use performance data to improve management of the program.
  • The program is unable to demonstrate that it effectively targets the highest national priority projects. Projects do compete for assistance at the regional level but there is no national competition and the program lacks consistently applied national criteria for the regions to use when selecting projects.
  • The program has historically focused on simple performance measures, such as miles and acres conserved. Yet, it has not always set ambitious targets or provided clear guidance on how these measures should be calcuated.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Increasing national oversight of operations by: tracking project data at the national level, setting regional performance goals, tracking regions' performance, and holding personnel accountable.
  • Clarifying national project selection criteria and requiring all regions to use the national criteria to effectively target the highest priority projects.
  • Setting more ambitious targets with stronger and clearer definitions of success.
