Teacher Quality Enhancement

The program is designed to improve the way our Nation recruits, prepares, licenses, and supports teachers by providing incentives, encouraging reforms, and leveraging local and State resources to ensure that current and future teachers have the necessary teaching skills and academic content knowledge to teach effectively.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Department of Education (ED) developed new annual and long-term performance measures and targets. Data are currently only available for two of the four measures, although they suggest that this program has been successful in achieving its annual goals and is on track to achieving its long-term goals in the areas of subject matter competency and the percentage of highly qualified teachers.
  • The program is duplicative of other Federal efforts and all of the activities allowable under the Teacher Quality Enhancement program can be carried out under other existing ED programs including the Improving Teacher Quality State Grants program, the Transition to Teaching program, and the Teacher Incentive Fund.
  • There are flaws in the program's design that limit its effectiveness. The mandate that funds be divided among the program's three functions does not accurately reflect the level of demand, and the program has needed consistently to receive a waiver of this requirement. Also, the requirement that a state cannot receive more than one award has significantly limited the pool of eligible states.

We are taking the following actions to improve the performance of the program:

  • Collecting baseline data, and establishing appropriate targets for all of the program's performance measures.
  • Assessing the results of the recently completed evaluation and utilizing those findings to evaluate program performance and modify program management where appropriate.
  • Developing and implementing a strategy for making program performance data accessible to the public in a transparent way.
