National Nuclear Security Administration: Facilities and Infrastructure Recapitalization Program

The Facilities and Infrastructure Recapitalization Program restores/refurbishes the aging nuclear weapons complex and reduces the backlog of legacy deferred maintenance. The program was established in 2001 to address the deteriorated condition of facilities and infrastructure, due to underinvestment in previous years.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • FIRP has a specific purpose and detailed planning process that enabled it to achieve NNSA's FY 2005 goal to stabilize deferred maintenance in FY 2004 - one year ahead of schedule. Due to constrained funding, the program's target date for eliminating $1.2B of NNSA's $2.4B legacy deferred maintenance backlog is extended from FY 2009 to FY 2013.
  • The program has a Ten-Year Site Plan that integrates and prioritizes projects across the nuclear weapons complex. Using the priority list, the backlog of maintenance work will be reduced to a level comparable to that found in industry. It also lowered maintenance requirements by reducing the amount of unused building space in the complex by approximately 3 million square feet.
  • The Program has an extensive record of results. FIRP is improving the condition of NNSA's facilities and infrastructure and has demonstrated significant and measurable progress towards meeting the NNSA's corporate long-term performance goals for deferred maintenance reduction and the elimination of excess facilities.

We are taking the following actions to improve the performance of the program:

  • Reviewing all infrastructure programs to ensure that there is no overlap between the Facilities and Infrastructure Recapitalization Program and other infrastructure-related programs.
  • Assessing the near-term and long-term facilities and infrastructure requirements resulting from the Transformation of the Complex.
  • Evaluating the program to ensure that FIRP supports the requirements and aligns with the Preferred Alternative, assuming a Record of Decision is promulgated in FY2008.
