Youthbuild

The Youthbuild program provides economically disadvantaged young adults with opportunities to obtain education, employment skills, and meaningful on-site work experience and to expand the supply of affordable housing for homeless and low- and very low-income persons.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Although Youthbuild's program purpose is clear, addresses an existing problem, and is designed effectively, it is duplicative of other Federal programs. There are other Federal (i.e., Department of Labor), State, local and private efforts whose objectives are to employ at-risk youth through job training and education program.
  • Youthbuild lacks long-term performance outcome measures, and has not developed ambitious targets for its annual performance measures. Also, while it collects some performance data semi-annually, it is not available in a timely or usable fashion for the public. An independent evaluation of Youthbuild (AREA, 2003) showed mixed results, at best.
  • Youthbuild has insufficient program management processes. The lack of consistent data limits the program's ability to use the information to adjust program priorities, allocate resources, improve program performance, or take other management action.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Improving coordination with other training and employment programs, including the One-Stop system and registered apprenticeship programs.
  • Setting long-term and annual targets for the youth job training common performance measures in program year 2007, using historic performance data.
  • Adopting efficiency measures that are lined to performance outcomes, account for all costs, and facilitate comparisons across Department of Labor training and employment programs.
