Mental Health Programs of Regional and National Significance seeks to improve mental health care delivery systems in the United States. The program administers grants and contracts to help identify evidence-based and recovery-based service models, and provides assistance in applying them in communities

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program is lacking in a clear design that links all program projects to its performance goals. The program engages in many very diverse activities and it is not evident that all the activities are the most effective or efficient methods of meeting the program's defined purpose and long-term performance goals.
  • The program does not collect performance data from all its grantees nor does it use performance data to hold grantees accountable for improving outcomes. The lack of performance data results in the program being unable to set annual goals.
  • Mental Health PRNS needs to further develop performance meaures. The program has not yet developed its long-term measure of client functioning (consumers' perception of whether they have greater ability to deal with daily problems in their lives as a result of treatment) and does not have procedures in place to measure efficiencies.

We are taking the following actions to improve the performance of the program:

  • Implementing automated web-based performance system including development and implementation of common performance measures on which all grantees must report.
  • Developing measures of program efficiency and the program's impact on increasing functioning of mental health patients.
  • Focusing program resources on areas that most directly contribute to the service mission of the program.
