Bureau of Land Management - Southern Nevada Land Sales

This program is responsible for managing the sale of approximately 50,000 acres of Federal land near Las Vegas, Nevada and the subsequent expenditure of the proceeds from these land sales. Some proceeds go to state and local entities; the remainder is dedicated to various uses within the State of Nevada.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program, as currently authorized, has been fairly well run. The program's competitive auctions increase the transparency of the sale process to ensure the Government receives fair market value for lands being sold. However, better performance measures are needed for assessing projects funded by land sale revenues.
  • The underlying legislation permitting these land sales, the Southern Nevada Public Land Management Act (SNPLMA), is flawed. The Act spends the proceeds from these sales instead of returning the funds to the Federal Treasury, where land sale receipts have historically been deposited. SNPLMA revenues have far exceeded the levels anticipated when the legislation was passed in 1998.
  • Revenue from the sale of these Federal lands is increasingly being dedicated to low priority activities, including many non-federal projects. For example, approximately $50 million in SNPLMA proceeds has been allocated to the construction of a recreational shooting facility outside Las Vegas.
