Community Oriented Policing Services

The Community Oriented Policing Services program provides grants, training and technical assistance to local law enforcement agencies. Its centerpiece has been a hiring grant program to advance community policing.

  • The program does not have long-term goals or specific targets for achieving criminal justice outcomes such as reductions in the crime rate for grantee communities.
  • The Office of Community Oriented Policing Services has not always done a good job of ensuring grantees' appropriate use of funds. Office of Inspector General reviews document many cases of grantee misspending.
  • The program has used evaluation studies to assess whether its efforts have had an impact on crime, though the resulting findings are inconclusive.
