Community Oriented Policing Services

The Community Oriented Policing Services program provides grants, training and technical assistance to local law enforcement agencies. Its centerpiece has been a hiring grant program to advance community policing.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program does not have long-term goals or specific targets for achieving criminal justice outcomes such as reductions in the crime rate for grantee communities.
  • The Office of Community Oriented Policing Services has not always done a good job of ensuring grantees' appropriate use of funds. Office of Inspector General reviews document many cases of grantee misspending.
  • The program has used evaluation studies to assess whether its efforts have had an impact on crime, though the resulting findings are inconclusive.

We are taking the following actions to improve the performance of the program:

  • Working with the Congress to terminate funding for activities such as the COPS Hiring Grant program because it cannot demonstrate results.
  • Developing long term goals for the program that focus on criminal justice outcomes.
  • Developing alternative evaluation strategies to assess the impact of grant programs.
