New Freedom Commission on Mental Health

On February 1, 2001, President Bush announced the New Freedom Initiative (NFI). President Bush announced the creation of the New Freedom Commission on Mental Health on April 29, 2002, through Executive Order 13263. The purpose of the Commission was to study both the public and private mental health service delivery system, and then advise the President on methods to improve the system so that adults with serious mental illness and children with serious emotional disturbances can live, work, learn, and participate fully in their communities. This work is the first comprehensive study of the nation's public and private mental health service delivery systems in nearly 25 years.
The Commission developed a final report to the President, which can be accessed on the Mental Health Commission website listed below under Related Links Outside CMS, thereby completing its charge. The findings, goals, and recommendations outlined in the report are designed to be assessed and carried forward not only by Federal agencies and offices, but also by states, communities, and public and private providers nationwide. The Commission urged all stakeholders in mental health to work together to make recovery from mental illness the expected outcome.
