PART D Information for State Policymakers

CMS provides a series of "background" papers for state policymakers on Part D issues.  Below you can access the the series as they become available in the 2009 versions:

  • {7} Updated! Information on Point of Sale Facilitated Enrollment for 2009: CMS continues to contract with WellPoint to administer the Point of Sale Facilitated Enrollment (POS FE) process to provide seamless drug coverage for Medicare/Medicaid dual eligible and other low-income subsidy (LIS) eligible beneficiaries in 2009.
  • {6} Helping Beneficiaries Choose the Right Plan for Them:  November 15 marked the beginning of the Part D open enrollment period for 2008.  This document helps people think about the cost, coverage, and customer service that they need in a plan to get the most out of their Medicare benefits.
  • {5} Updated! "Benchmark" Part D Plans and the Low-Income Subsidy":  The low-income subsidy (LIS) covers almost all prescription drug costs and provides assistance with Part D plan premiums for eligible beneficiaries.  This document contains information about the extra help, the benchmark, the 2009 array of plans, an plan reassignment.
  • {4} Updated!  "Change in Low-Income Subsidy Status Due to Change in Personal Circumstances"  Some people with Medicare will continue to qualify for extra help with prescription drug coverage in 2009, but the amount of extra help they have may change.  
  • {3} Updated!  Part D Plan Reassignment and "Choosers"  CMS is taking several actions in order to reach out to beneficiaries receiving the low-income subsidy who are facing a change in their Part D premiums in 2009, including providing more information about these changes via two letters.
  • {2} Updated!  "Re-assignment of Beneficiaries Who Have the Low-Income Subsidy"  In the fall of 2007, CMS will re-assign low-income beneficiaries with full premiums to new Medicare Prescription Drug Plans (PDPs), effective January 1, 2009.  
  • {1} Updated!  "Re-determining Eligibility for People Who Qualify for the Low-Income Subsidy Automatically"  Beginning in the summer of 2008, CMS determined if individuals who automatically qualified (were deemed eligible) for LIS in calendar year 2008 will automatically qualify for LIS in 2009.
