Law is an important tool in
achieving public health goals, but it is of limited value if it can only be used as a
club. The force of law can be used to help resolve public health problems without having
to resort to confrontation. This module emphasizes that a public health professional's
first response should not be to litigate, but to try to reach a cooperative solution
through negotiation. You will learn negotiation principles applicable to any public health
issue requiring resolution and how to apply these principles to resolve conflicts in a
systematic way.
