PUBLIC HEALTH ASSESSMENT

CROSS BROTHERS PAIL RECYCLING (PEMBROKE)
PEMBROKE TOWNSHIP, KANKAKEE COUNTY, ILLINOIS



CONCLUSIONS

  1. The Cross Brothers Pail Recycling site currently poses no apparent public health hazard because human exposure to contaminated media is not occurring at levels of health concern. The site was a public health hazard in the past to the two contaminated residential wells. This past completed pathway of exposure to contaminated drinking water was eliminated when the private wells were replaced in 1980. In the more distant future, the groundwater plume could be a public health hazard to downgradient wells if remedial action is not implemented.

  2. As noted in the Pathways Analyses and Public Health Implications Sections, no significant exposure to contaminants in groundwater or soil is evident at this time. Two residences located north of the site along Florida Avenue are potentially affected since they still use shallow water wells instead of connecting to the available township's water supply. As previously mentioned, another residence recently replaced its shallow water supply (bacteria contamination) with a deep bedrock well. In addition, residents living west of the site which are hooked up to the township's water supply still have potentially affected water wells that may be used for outside purposes (washing cars, watering grass and garden, etc.)

  3. Ingestion of crops irrigated by contaminated water or grown in contaminated soil is possible. However, the known contaminants do not bioaccumulate in cropland plants and as a result ingestion of crops has been eliminated as a pathway of concern.

  4. Data inadequacies include the following:

    1. There are no ATSDR Toxicological Profiles for methylcyclohexanone, 3,3,5-trimethylcyclohexanone, or 3,3,5-trimethylcyclohexanol.

    2. Existing ATSDR Toxicological Profiles for toluene and xylene lack chronic MRL data for oral exposure.

RECOMMENDATIONS

  1. Exposure to dust dispersion beyond the tree cover is expected to be limited; however, optimal dust control measures should be used if excavation of contaminated subsurface soils is necessary and appropriate monitoring should be conducted at the work site periphery to ensure the safety of nearby residents.

  2. Provide on-site remedial workers with adequate protective equipment and training, in accordance with 29 CFR 1910.120, and follow appropriate National Institute for Occupational Safety and Health (NIOSH) and Occupational Safety and Health Administration (OSHA) guidelines.

  3. Water wells replaced by the township's water supply should be sealed, if they are not being used for other purposes, according to the Illinois Water Well Construction Code. The county health department has the authority to enforce this Code.

  4. Routine monitoring of the leading edge of the groundwater plume should be implemented to ensure that downgradient wells are not affected. This information should be made available to the local community.

HEALTH ACTIVITIES RECOMMENDATION PANEL (HARP) STATEMENT

In accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended, the Cross Brothers Pail Recycling site has been evaluated for appropriate follow-up with respect to health activities. Because there is no indication that exposure to site contaminants is occurring at levels of public health concern and because the two residences who experienced past exposure have been vacated, this site is not being considered for follow-up health activities at this time. However, the site will be reevaluated by ATSDR and IDPH if new data, (i.e., groundwater monitoring), suggests that exposure to significant levels of hazardous substances is occurring or has occurred in the past. As part of the ATSDR Physician Education Cooperative Agreement, IDPH will inform area health professionals of the potential effects associated with exposure to contaminants found on this site and others in the area.


PUBLIC HEALTH ACTIONS

The following actions either have been or will be performed to meet the needs expressed by the recommendations of this public health assessment. The Illinois Department of Public Health, in cooperation with ATSDR, will:

  1. Inform and educate area health professionals (including local health departments) of the potential effects associated with exposure to contaminants found on this site and others in the region;

  2. Continue to work and consult with the IEPA and the USEPA on implementation of the recommendations, and on the public health issues that may arise as any action(s) on the site occur;

  3. Continue to solicit the health concerns of the citizens living in the site area directly or through the IEPA, the Kankakee County Health Department, and through public meetings.
