Healthy People 2010

Background on Healthy People 2010 (HP2010)

Healthy People 2010 outlines the prevention agenda for the nation for the first decade of the 21st century. It is a statement of national health objectives designed to identify the most significant preventable threats to health and to establish national goals to reduce these threats. Healthy People 2010 builds on the previous prevention agenda of Healthy People and Healthy People 2000. Healthy People 2010 monitors the progress toward its goals. There are 28 focus areas of Healthy People 2010. Healthy People 2010 contains arthritis-specific objectives for the first time (see them below), within Focus Area 2.

Arthritis-Relevant Healthy People 2010 Objectives

Eight arthritis objectives were proposed in the 2000 version of Healthy People 2010, Focus Area 2, about arthritis, osteoporosis, and chronic back. There has also been a Healthy People 2010 "Midcourse Review of all Focus Areas" and a second, formal "2006 Progress Review for Focus Area 2" (PDF–348K). These deliberations resulted in eight modified arthritis objectives (including two with sub-objectives) that are now all measurable, official, and final for the duration of Healthy People 2010. The modifications, their rationale, and the targets for each arthritis objective can be found in the Focus Area 2 chapter of the Midcourse Review (PDF–1.3Mb), along with the full and final language of the objective. Summary versions of the final arthritis objectives are listed below:

2-1 Reduce the mean level of joint pain.

2-2 Reduce activity limitations.

2-3 Reduce personal care limitations.

2-4 Increase health care provider counseling for weight and physical activity.

2-5 Reduce the effect on employment.

2-6 Eliminate racial disparities in total knee replacements.

2-7 Increase the proportion of those seeing a health care provider for joint symptoms.

2-8 Increase the proportion of those receiving arthritis education.

Persons with arthritis are a specifically targeted subgroup for seven additional objectives in the nutrition and physical activity focus areas:

19-1 Increase the proportion of adults who are at a healthy weight.

19-2 Reduce the proportion of adults who are obese.

22-1 Reduce the proportion of adults who engage in no leisure-time physical activity.

22-2 Increase the proportion of adults who engage in moderate physical activity.

22-3 Increase the proportion of adults who engage in vigorous physical activity.
22-4 Increase muscular strength and endurance.
22-5 Increase flexibility
