It is my understanding that the FTC is considering allowing an exception to the 'do not call' lists to allow 'spamming' of voicemail or answering machines. I could not offer a stronger voice in opposition to this. These intrusive ways of advertising have been curtailed through the 'do not call list' and should not be allowed this exception. With the massive citizen participation in the Do Not Call list, it is beyond my comprehension that you would even consider such an exception.
