I strongly object to the idea of any allowance for Pre-Recorded solicitaion calls. Many times I have been bothered by these calls and am very angry at the disrespect they show. Several times a pre-recorded sales message has called and even though I hung up the phone the message continued tying up my phone line and interfering with my abitlity to use my phone until the pre-recorded message was completed... however long that may be. What would happen if while that 5 minute long drone about pool cleaning services - when I don't have a pool - I needed to call 911? Also on many occassions I have recieved pre-recorded solicitations on my telephoine answering machine that run inteminably long and have interfered with incoming calls due to their length. (The message runs and I hear the call waiting beep.) I don't want prerecorded solicitations I feel it shows a lack of respect for the recipient on the part of the solicitor and an utter disregard for anything even remotely resembling courtesy due to the entirely mechanical nature of the solicitation. I pay for my phone so I can use it for my benefit NOT so they can use it for theirs.
