The telemarketing sales rules should not be changed to allow "additional safe harbors". I put my phone numbers on the national do-not-call registry to eliminate the annoying telemarketing calls. Telemarketing rules need to be expanded to forbid calls from anything associated with politics, charities, and "non-profit" organizations. Individuals will eventually start using "white lists", where anyone not on an individuals approved list of phone numbers will be rejected immediately. Businesses cannot afford to do this so the FTC will eventually find itself stuck between telemarketers on the one side and the rest of the business world on the other side, because the rest of the world is tired of paying for lost time due to telemarketers incessant calling.
