What is COOP?

Continuity of Operations, or COOP, is the Federal initiative to ensure that Executive Branch departments and agencies are able to continue to perform their essential functions under a broad range of circumstances. Federal Executive Branch departments and agencies are required to develop plans in response to all hazards and a full spectrum of threats: Natural, Man-made, Technological, and National security emergencies.

At GPO, COOP enables continuation of essential functions of government printing and passport production operations to for Congress, government agencies and the State Department in the event of a National security or isolated emergency affecting GPO facilities in Washington, DC. GPO’s business continuity plan assures the ability for GPO to publish Congressional Documents, Congressional Record, Federal Register and production of US Passports.

Today’s threat environment makes COOP planning even more important. As such, FEMA has issued Federal Preparedness Circular 65 (FPC-65), which incorporates the topics addressed in previous PDDs and includes more specific and detailed guidance regarding COOP capabilities.

GPO Communication Plan

Communication with GPO employees, COOP personnel, and management is critical in a COOP event. Important information, site status and work instructions will be updated on this webpage (www.gpo.gov/coop) within 24 hours of COOP activation. GPO will notify employees, business partners and other government agencies using a start-of-the-art communication system for voice and email notification.

Employees are advised to visit the GPO website for the latest information and situation status in a COOP event, with additional information disseminated through the GPO communication system to voice and email contact information.

GPO’s COOP information line is a recorded message regarding COOP event information, status of building operations, reporting to alternate COOP work sites and general COOP communications.
