SUBJECT: STAFF REQUIREMENTS - SECY-98-179 - REQUEST FOR COMMISSION WAIVER OF THE STAFF COST RECOVERY POLICY FOR WORK PERFORMED FOR THE U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT

The staff provided a memorandum to the Commission on October 16, 1998 which noted that the cost recovery waiver requested in SECY-98-179 was no longer needed because full recovery of NRC staff costs associated with nuclear safety-related assistance activities in the New Independent States of the Former Soviet Union in FY 1999 has been provided by the Department of State and the U.S. Agency for International Development. The Commission is pleased that the agreement in principle reached by the Commission with the Department of State and U.S. Agency for International Development briefers at the August 26, 1998, meeting has been successfully finalized. Also consistent with that agreement, the Commission will request that NRC staff costs associated with nuclear safety assistance activities in the NIS be included in the agency's FY 2000 General Fund appropriation. SECY-98-179 is being returned to the staff without further action because it has been overtaken by events.
