Marsha Silverberg, economist and Director of the National Assessment of
Vocational Education (NAVE) and Michael Fong, policy and program analyst,
Policy and Program Studies Service, U. S. Department of Education, will
present an overview of the NAVE findings during a webcast from Washington,
D. C., 1:00 p.m. ET, July 12, 2004. You can view the webcast from any

Marsha Silverberg and Michael Fong will present the key findings from this
congressionally-mandated, independent evaluation of the 1998 Perkins Act
and of the status of vocational education across the country. The NAVE
examined questions about the effectiveness of vocational education in
improving student outcomes, the consequences of new funding and
accountability provisions for programs and participants, the implementation
and quality of vocational education, and its alignment with other reform
efforts. The final report and results of this assessment were just
delivered to Congress last week, and are intended to provide information
needed for the Perkins re-authorization.

Silverberg is completing her tenure as the Director of NAVE for the U. S.
Department of Education's Policy and Program Studies Service. She designed
the overall NAVE research agenda, was responsible for a variety of studies
on the implementation and effects of vocational education, and formulated
recommendations to Congress for the current reauthorization of the Perkins
Act. Prior to joining the Department she was a senior researcher at a major
policy research firm, where she helped direct the National Tech-Prep
Evaluation and the National Evaluation of School-to-Work Implementation.
She is currently a team leader in the Department's Institute of Education
Sciences (IES), National Center for Education Evaluation.

Fong serves as a key member of the NAVE staff. His primary role in the NAVE
was to examine the implementation and effects of new funding and
accountability provisions in the 1998 Perkins Act. In addition, Michael has
responsibility for studies in a variety of other program areas such as
secondary education and high school reform, drug and violence prevention in
schools, and adult education. He also provides quick turnaround analyses on
new initiatives and emerging education topics.
