Subject: Designation of Authority to Render Advice on Questions Involving the Propriety of Certain Payments (Revalidated 09/07/2006)

1. Policy

It is NASA policy to render advice on questions involving the propriety of certain payments.

2. Applicability

This directive is applicable to NASA Headquarters and all NASA Centers, including component facilities.

3. Authority

a. 42 U.S.C. 2473(c)(1), Section 203(c)(1) of the National Aeronautics and Space Act of 1958, as amended.

b. 31 U.S.C. 3529.

c. Title 7, General Accounting Office Policy and Procedures Manual, Section 8.3.

4. APPLICABLE DOCUMENTS

Financial Management Requirements (FMR), Volume 15, Cash Management, Chapter 9.

5. Responsibility

The Director, Policy and Business Integration, Office of the chief Financial Officer, is designated to render written advice on questions involving the propriety of a payment to be made for an item of $100.00 or less. Requests for advice will be processed in accordance with FMR, Volume 15, Cash Management, Chapter 9.

6. Delegation of Authority

None.
