What Is DisasterHelp?

This web site is part of the President's Disaster Management Egov Initiative - a larger initiative aimed at greatly enhancing Disaster Management on an interagency and intergovernmental basis.

The Disaster Management initiative will use cutting-edge information technology to improve the delivery of disaster assistance information and services by creating a single Internet-based portal to serve the public’s requirement for assistance, and the government’s requirement to provide disaster information and services. The public side of the portal will be a single location where the public and private businesses can easily access disaster information and services provided by government agencies and non-governmental organizations.

The government side of the portal will provide a layered, secure environment that provides access to disaster information made available from government and non-governmental organizations, and the means to securely exchange sensitive information relating to disaster preparedness, response, mitigation and recovery. Government emergency managers will be able to use the portal to monitor major disaster and national security events, coordinate Federal, State, and private organization responses, and collaborate on damage assessments and summaries.

The Disaster Management initiative will make disaster assistance information easier to find, cut the “red tape” for citizens to apply for disaster assistance, and eliminate redundant agency processes. Disaster services providers will save considerable resources and, potentially, lives. The accelerated provision of information and services to disaster victims will expedite recovery, reduce government spending, speed rebuilding, and restore public confidence.

Background

The Disaster Management e-Government Initiative is one of 24 initiatives established by the President’s Management Council.  The Office of Management and Budget (OMB) is sponsoring this initiative.  An integrated team of partner agencies and organizations that perform Disaster Management activities will accomplish program delivery.  The Disaster Management e-Government Initiative initially will focus on providing information and services relating to the four pillars of all-hazards disaster management: preparedness, response, recovery, and mitigation.  Later phases will incorporate delivery of integrated, cross-agency processes and services to citizens, governments, and NGOs with emphasis on First Responder needs.

The Disaster Management e-Government Initiative will support a multitude of Federal Agency missions including FEMA’s mission to reduce the loss of life and property and protect our institutions from all hazards.  The partnerships established will support the Federal mission to provide the Nation a comprehensive, risk-based emergency management program of mitigation, preparedness, response and recovery.

Objectives

This DisasterHelp.Gov website is an initial deployment that will become part of a larger initiative aimed at greatly enhanced Disaster Management on an interagency and intergovernmental basis.  The major objective of the initial deployment is to demonstrate the basic functions and to field-test the presentation.  The site is oriented toward helping users find information and services across a wide range of relevant Disaster Management offerings, as distinct from offering a specific suite of integrated services.

Audience

This DisasterHelp.Gov website is intended to reach five overlapping audiences: (1) Local / State / Tribal Governments, (2) individual Citizens, (3) private sector businesses, (4) non-Government organizations, and (5) Federal agencies.  The intergovernmental audience is the primary focus at present, and that audience is seen as composed of: political and civil service leadership, emergency managers, homeland security advisors, and first responders (including fire and law enforcement, emergency medical services, etc.)
