In South Dakota, there are two authorized tests for adult education and 
literacy programs funded through the state.  These are the BEST and the 
TABE.  We end up using the TABE for adult ESL students on the high end who 
have maxxed out the BEST.  I would agree that it is not an appropriate 
assessment tool in many cases.  It may be useful for some students who have 
the long-term goal of achieving the GED since the academic skills tested 
the TABE are relevant for these students.  However, we have a group of 
advanced ESL students in an EL Civics class for whom the TABE is not 
relevant.  Fortunately, this group is a small percentage of our total 
students.  So we give the test to meet the demands of the funders and then 
move on to meet the needs of our students.
