PAS APPRIS CE QU'IL FALLAIT? Des jeunes qualifies ne trouvent pas d'emploi correspondant a leurs qualifications. Sortant de l'Universite, des diplomes s'inscrivent directement a l'Agence Nationale pour l'Emploi. Des diplomes de l'enseignement superieur travaillent comme chauffeur de taxi ou quelque chose d'analogue. Les personnes sans emploi sont fortement incitees a changer de profession. Mais qu'est-ce qui leur convient ? Et parallelement, les entreprises n'arrivent pas a pourvoir certains postes. L'Europe est confrontee a un probleme croissant d'inadequation entre qualifications et emplois. Les mesures traditionnelles n'apportent aucune solution durable. Ni le travail a temps partiel, ni les subventions a l'embauche n'ont beaucoup d'effet. Hay jovenes trabajadores cualificados que no encuentran el empleo adecuado, titulados universitarios en paro, licenciados superiores que trabajan como taxistas o en puestos similares. Se impulsa a los parados a desempenar otro trabajo, pero ?cual sera el idoneo para su cualificacion? Y, a la vez: las empresas no logran cubrir vacantes. Los desajustes entre las capacidades impartidas y las realmente requeridas suponen un problema cada vez mas grave para Europa. Este problema no puede remediarse de forma estable, y menos aun resolverse, recurriendo a medidas tradicionales de fomento del empleo. La experiencia laboral a traves del trabajo temporal y los programas de subvenciones a la contratacion tampoco sirven de gran ayuda.
