An absentee ballot would require that I have a residence in the US and have
registered in that voting district. I do not have a residence in the US. I
live and work in Fukui City, Japan. I file and pay taxes in both countries
at a national/federal level, but I pay local and state/prefectural taxes in
Japan only. I own no property in the US either, so do not pay taxes to a
school district.

Most Americans don't know it, but there is no ex-patriate voting rights for
Americans. And there are some 2 million Americans living abroad.

The servicemen/women (who do not count in that 2 million) who get to vote
get to do so because their official voting district is where their home port
or base is.

One of the areas that really should be explored in the Florida election is
just how many absentee ballots there were. The media made much of the
military vote (which was probably about 70% Bush, 30% Gore), but in actual
fact, the vast majority of absentee ballots were non-military who claimed
residence in Florida but weren't in Florida at the time of the elections.
This is a huge area of potential voting abuse that was mostly not looked at
all in the media.
