Does it always mean an English language program set up by a college or university that is separate from the other offerings of the college or university? Do ELIs offer only academic prep courses? Are the English courses offered considered credit or non-credit courses? Are grades given in ELI's? If so, are those grades included in degree-seeking students' GPAs?
