In my doctoral program, I recently took a class ("Issues in Language
Education") wherein the syllabus was negotiated as follows:
a)  on the first meeting, the instructor brought in a selection of texts
that we perused in pairs; we then "voted" for which texts in the
bibliography we preferred.  the "winners" comprised the course readings.
b)  for the 2nd meeting, students brought in a current journal article
relevant to the course, which comprised the course pack.
c)  in addition, students, throughout the term, brought in and distributed
to the class a relevant newspaper article that was discussed the following
week.
d)  moreover, as part of our final project, we had 3 options to choose from.

Such a negotiated syllabus can be adapted/modified on many levels.  Good
