To clarify my question: I am interested in procedures/processes whereby
Program Directors, instructors, and students evaluate the performance of the
Adult Education Division of the Department of Education (or whatever
terminology is used in your state)...in other words, a bottoms up
assessment.

Thank you for your responses, but I am not interested in how instructors are
evaluated by administrators or the Adult Education Division evaluates
programs.
