Family literacy is consistent with the goals of Early Reading First and
we encourage family literacy programs to apply.=20

The Early Reading First program was created with the reauthorization of
the Elementary and Secondary Education Act in January (Title I, Part B,
Subpart 2). The primary purpose of the $75 million Early Reading First
program is to support local efforts to enhance the early language,
literacy, and pre-reading development of preschool-age children from
low-income families. Another purpose is to integrate instructional
materials and literacy activities based on scientifically based reading
research with existing programs of preschools, child care agencies and
programs, Head Start centers, and family literacy services.

Unlike Reading First, Early Reading First will be a federal-to-local
competitive grant program. Included in the list of eligible applicants
is one or more public or private organizations, acting on behalf of one
or more programs that serve preschool-age children (such as a Head Start
program, a child care program, or a family literacy program). As with
Reading First, high poverty areas will be a priority.

In the application for funds submitted by eligible applicants, there
must be a description of how the proposed project will integrate SBRR
instructional materials and literacy activities with existing preschool
and family literacy services.
